Work Hour EDLUS Description
Starting October 1, 2017, all construction sites where new Groups 3 are being built or works over EUR 1 million shall be equipped with the Electronic Time Management System - EDLUS in accordance with the Law on Taxes and Fees.
Work Hour EDLUS is an electronic system that provides electronic recording, recording and storing of working time for those working on site.
Work Hour EDLUS also records site time and duration for site visitors.
No person not registered in the Work Hour EDLUS system may be on the construction site.
Members of the Latvian Contractor Partnership use the Work Hour EDLUS system developed by the Company's Data Technology Group (DTG). Latvian Building Contractors Partnership (LBP), which also maintains the Work Hour EDLUS database and maintains the Work Hour EDLUS system.
Description of Work Hour EDLUS mobile application
A personal identification tool (hereinafter IIL) is used to identify the person employed at the construction site, which ensures the identification of the person employed at the construction site and the recording of working time in the electronic time recording system.
One of the possible IILs is the Work Hour EDLUS mobile application
a. At the level of the person employed at the construction site
b. At the brigadier level
c. At the level of the responsible person for the construction site
The person in charge of the site has the following functions in the Work Hour EDLUS system:
• Company employee registration;
• Leveraging IIL of company identification tools;
• Ability to remotely start and end employee work hours.
• Possibility to register guests;
The Site Brigade will perform the following actions on the system
• Recording the working time of the company's employees
• Possibility to register guests
Persons employed on the construction site
• Workers or outsourced workers who perform work on a construction site for the execution of a works contract register their work time with Work Hour EDLUS as one of the ways of registering using the Work Hour EDLUS mobile application.
Work Hour EDLUS System Checks
• The contractor or his / her representative is authorized to carry out unscheduled EDLUS site inspections using the mobile application.
