You can also upgrade survivors using XP books. But, even if you aren’t that lucky, you will still be able to get a few legendary and epic grade survivors if you stay consistent with your long-range summons.

 

However, don’t be very happy when you get a good survivor. You will then need to unlock them and make sure that they are enhanced. You will also need to add them to the pool of possibilities you have for your base camp and understand what their particular strength is. While legendary characters do have better base stats than worse stats, it is not uncommon to see a low-tier survivor having better stats and effectiveness after they have been upgraded quite a bit. Once you get a survivor to a new level, more fighters can be lead by them. After every five levels, you unlock a brand new survivor for a survivor, or your existing one is upgraded quite heavily.

 

Other than ranking up, another factor for a survivor you can focus on is on survivor's star grade, which can be ranked up with shards. This also goes on top of the boost that fighters get when they are under a survivor's army. You will have to wait quite a bit before you can rank up a survivor of legendary rarity to a grade higher than 1.
