In his book al-Burhan fi 'Ulum al-Qur'an, Imam Badruddin al-Zarkasyi mentions that there are at least 3 opinions regarding this Tanzil kaifiya. And all three are opinions that are recorded in many books of scholars regarding the science of the Qur'an.
