Qadha Obligations
Someone who cannot fast during Ramadan, then he is obliged to make up his fast. The obligation of fasting does not disappear even though the obligatory period (days of Ramadan) has ended.
This qadha obligation is also stated in the word of Allah:
So whoever among you is sick or on a journey, (then does not fast), then it is obligatory to replace it on other days. (QS. Al-Baqarah: 184)
And there is also an order to make up for fasting in the hadith of the Prophet:
From Aisyah radhiyallahuanha said, "In the past at the time of Rasulullah SAW we got menstruation. So we were ordered to replace fasting. (HR.Muslim)
Qadha fasting applies to anyone who has the obligation to fast but does not do it. Either because of a syar'i excuse or intentionally done without an excuse.
If someone does something that breaks the fast because he forgets, then he is not sinful and his fast is not broken either. For example someone who forgets to drink during the day in Ramadan while he is fasting.
If someone does not fast because there is an excuse for syar'i, then it is permissible. However, you still have to replace it. In other words not sinful but obliged to replace.
