According to the jumhur of scholars such as Imam Ibnu Katsir, Imam Suyuti and Imam adz-Dzhabi that the first to celebrate the Prophet's Birthday was King Mudhoffar.
He was one of the righteous people who lived at the time of Prince Saladin al-Ayyubi. It was he who celebrated the birthday of the Prophet Muhammad with his people.
There are also those who argue like Ustadz Hasan as-Sandubi that the first to celebrate the Prophet's Birthday was Daulah Fathimiyah which is famous for its Shia teachings.
