1. Definition of Bid'ah in Language
In language, the word bid'ah comes from the Arabic bada'a - yabda'u - bad'an - bid'atan which means ansya'a (to make) and bada'a (to start). Ibnu Manzhur explained that a person who commits bid'ah (mubtadi') literally means that the person does or makes something for which there are no examples or similar actions and the like before the action (bid'ah) was carried out. And among the names of Allah swt in the Qur'an is al-Badi' (QS. al-Baqarah: 117), which means Allah creates something new, something that did not exist before.
Bid'ah in the meaning of this language, agreed by the scholars can be characterized in a positive meaning (good/hasanah) and a negative meaning (despicable/sayyiah). In a sense, linguistically bid'ah can be divided into hasanah bid'ah and sayyiah bid'ah. Or in other terms, the scholars agree that bid'ah is haqiqoh lughowiyyah, can be characterized by hasanah and sayyiah.
2. Definition of bid'ah in terms
Meanwhile, if the term bid'ah is used in religious matters, or it is also called bid'ah by definition of sharia (haqiqoh syar'iyyah), basically the scholars agree that in haqiqoh syar'iyyah, the term bid'ah is absolutely characterized by sayyiah (despicable).
However, in terms of majaz (as opposed to haqiqoh), bid'ah syar'iyyah can be characterized as hasanah? In this case the scholars differed.
